I'd rather hook something else, than just use them as a comprise.

From your list (downloads categories, downloads counters, download ratings, top downloads, download descriptions, etc.)
categories == create a "downloads" vocabulary, and create whatever terms you want; combine it with the directory module if you want to browse files this way
counters == filestore2 does this
top downloads == filestore2 does this
descriptions == filestore2 does this
So, what am I missing that you need?
