YES. Though preference will be given for organizations that make compelling arguments that their receipt of an award will improve fatherhood in their local communities, applicants are not required to have existing fatherhood programs.
In cases where no programs currently exist, however, applicants should stress institutional affiliations that they believe will enable them to build effective programs in the coming 12-18 months.
