Normally, every second of video has 30 frames, but Flash animations can be done at any frame rate.

Do you know, if your frame rate is divisible into 30, so 15 fps movie will just hold each image for 2 frames. A 10 fps movie will hold each frame for 3 frames.

I think the ratio would be 3:2
