at least in the states, it's often easy to get the best one-way rates by opting for the per-mile rates _ not the unlilimted mileage. You can take advantage of this by returning the car immediately when you get to your destination and then use your best rate code to get the best rate for the rest of your trip.
I tried this on a trip from dc to pheonix and saved a bundle!
